i heard you can use clear nailpolish and use eyeshaodw pigment and use that as the polish color

There is alot of chemicals in nail polish so I do not think so unless you have access to chemicals. But just go buy the cheap brands, like Wet N Wild. They are really cheap.
Even if you did it wont be as good as the real nail polish, it mite not stay as long, chip faster, or not stick at all to your nail.
I reccomend tho O.P.I or Essie.\
