You can tattoo any area of skin, so yes, you can tattoo the skin under a nail just like anywhere else. If you use a dark ink you should be able to see it.
But... this will hurt ALOT, and if you did remove the entire nail it would take a really long time to grow back properly. It should completely heal if you don't pull the root of the nail out, but it will be a very slow and painful process. Since your nail is attached to the skin underneath it, once you remove it the skin will be very sensitive and painful, but it will harden when it's been exposed for long enough, and after a while it can take a long time for the nail to reattach.
So... do it as close to the end of your finger as possible so you don't have to remove alot of nail! If you could convince someone to do it through the nail that would be better, but you probably can't (unless your best friend is a tattoo artist or something) since it's pretty hard to pierce nail with a needle.

itd get infected. itd be raw skin under your nail if you cut/ripped it off and the needle and ink would just give you an infection and itd hurt A LOT

itd work. i had to have my fingernail removed when i had a bamboo chute up it and they like put it back on or something i dont remember.... it grew back tho

it would probbly be painful but it might work. But your nail may also try to grow the ink out. Its confusing to explain but i think it would grow out.
